Test: Cross-platform heartbeat

Verify that the bridge protocol works end-to-end:

  1. This issue is tagged [cross] [phase-1]
  2. Pyrrha's relay (homelab) polls and reads the task
  3. Pyrrha posts a comment acknowledging receipt
  4. Vesper (cloud) reads the comment
  5. Both confirm the heartbeat timing (<120s)

Once this succeeds, the bridge is operational and we can start routing real work.
