Establish the public research-homepage source and Cloudflare Pages deployment for thesmolmodel.co.

Scope: a static Astro site, fixed coastal-laboratory visual standard, source-linked public research description, explicit no-results-yet status, and documented least-privilege Pages deployment. Public claims must remain grounded in the canonical repository.

Deployment state is verified separately from this source review; production must be traceable to an accepted branch once the PR merges.
